S君原计划今天发《不被嘲笑的梦想是不值得追求的梦想：观老罗发布会随笔(1)》。昨天快到夜里时，一阵激动，想尝试一件新的事情。在一次世界性或者区域性的峰会后，领导人的讲话中英文版本往往不能很快出来，而S君勤奋的小伙伴昨天已经完成了第一时间的听写，经过S君的校对整理与排版，于是S君临时决定今天的推送变成习近平主席的讲话。
这也挺有意思的，美剧追新也是一种追法，时政演讲的追新也是一种追法。而且，截止本君在ScalersTalk.com发稿时，新华网尚未刊登出英文官方版本，所以说中英文对照，全网首发，其实不为过。动作快嘛……

积极树立亚洲安全观 共创安全合作新局面
——在亚洲相互协作与信任措施会议第四次峰会上的讲话

各位来宾，各位同事！女士们、先生们、朋友们，感谢土耳其总统特别代表达武特奥卢长刚才的发言。值此中方担任亚信主席国之际，我谨对各方特别是倡议国哈萨克斯坦和前任主席国土耳其对中方的信任和支持，表示衷心的感谢！
Distinguished guests, colleges, friends, ladies and gentlemen, I would like to thank Foreign Minister Ahmet Davutoglu, the special representative of the Turkish President for his remarks address. China has assumed the chairmanship of CICA. Please allow me to take this opportunity to express my heart-felt thanks to all sides including Kazakhstan, the initiator of CICA and Turkey, the previous chair of CICA for your trust and support.
现在，我代表中华人民共和国发言。
Now, let me make some remarks on behalf of the People’s Republic of China.
今天包括亚信成员国、观察员、峰会客人在内的47个国家和国际组织的领导人及代表相聚上海。大家围绕加强“加强对话、信任与协作，共建和平、稳定与合作的新亚洲”这一主题，共商安全合作大计，共谋长治久安良策，共襄繁荣盛举，对亚洲和世界安全都意义重大，影响深远。
The summit today has brought together leaders and representatives from 47 countries and international organizations, including CICA member states, observers and guests of the Shanghai Summit. Under the theme of “enhancing dialogue, trust and coordination–a new Asia of peace, stability and cooperation”, we will discuss important subjectof security cooperation, exploit policies for long-term peace and stability and jointly promote development and prosperity. Such a summit is of great importance to security in Asia and world at large and will have a far-reaching impact.
今天的亚洲，拥有全世界67%的人口和三分之一的经济总量，是众多文明和民族的汇聚、交融之地。亚洲和平发展同人类前途命运息息相关。亚洲稳定，是世界和平之幸；亚洲振兴，是世界发展之福。
Asia today is home to 67% of the world’s population and accounts for one third of the global economy. It is a place of diverse civilizations and nations meet and interact. Peace and development of Asia is closely connected with the future of the mankind. Asia’s stability and revival is the blessing of peace and development of the world.
今天的亚洲，虽然面临的风险和挑战增多，但依然是世界上最具发展活力和潜力的地区。和平发展、合作共赢始终是地区形势主流，通过协商谈判处理分歧争端，也是地区国家主要政策取向。亚洲在世界战略全局中的地位不断提升，发挥着越来越重要的作用。亚洲良好局面来之不易，值得倍加珍惜。
Asia today, though facing more risks and challenges, is still the most dynamic and promising region in the world. Peace, development and win-win cooperation are the main trend in the region and countries in the region generally prefer policies that address differences and disputes through consultation and negotiation. Asia enjoys a rising status in the international strategic landscape and plays an increasingly important role in promoting a multi-polar world and democracy in the international relations. Such a sound situation in the region has not come easily and ought to be doubly cherished.
今天的亚洲，区域经济合作方兴未艾，安全合作正在迎难而上，各种合作机制更加活跃。地区安全合作进程正处在承前启后的关键阶段。明者因时而变，知者随事而制。形势在发展，时代在进步。要跟上时代前进步伐，就不能身体已进入21世纪，而脑袋还停留在冷战思维、零和博弈的旧时代。
Asia today is witnessing vibrant cooperation in the economic field. Cooperation in the security field is making progress despite difficulties and various cooperation mechanisms are more dynamic. Asia has come to a crucial stage in security cooperation where we need to build on the past achievements and strive for new progress. As a Chinese saying goes “a wise man changes as time and circumstances change”. We need to pace with the changing circumstances and evolving times. One cannot live in the 21st century with the outdated thinking from the age of cold war and the zero-sum game.
我们应该积极倡导共同安全、综合安全、合作安全、可持续安全的亚洲安全观，创新安全理念，搭建地区安全合作新架构，努力走出一条共建、共享、共赢的亚洲安全之路。
We believe that it is necessary to advocate common, comprehensive, cooperative and sustainable security in Asia. We need to innovate our security concept, establish new regional security cooperation architecture and jointly build a road for security in Asia that is shared by and win-win to all.
共同，就是要尊重和保障每一个国家安全。亚洲多样性特点突出，各国大小、贫富、强弱很不相同，历史文化传统和社会制度千差万别，安全利益和诉求也多种多样。大家共同生活在亚洲这个大家园里，利益交融、安危与共，日益成为一荣俱荣、一损俱损的命运共同体。安全应该是普遍的，不能一个国家安全而其他国家不安全，一部分国家安全而另一部分国家不安全，更不能牺牲别国安全谋求自身所谓“绝对安全”。否则，就会像哈萨克斯坦谚语说的那样，“吹灭别人的灯，会烧掉自己的胡子”。安全应该是平等的。各国都有平等参与地区安全事务的权利，也都有维护地区安全的责任。任何国家都不应该谋求垄断地区安全事务，侵害其他国家正当权益。安全应该是包容的。应该把亚洲多样性和各国的差异性转化为促进地区安全合作的活力和动力，恪守尊重主权独立、领土完整、互不干涉内政等国际关系基本准则，尊重各国自主选择的社会制度和发展道路，尊重并照顾各国合理安全关切。强化针对第三方的军事同盟，不利于维护地区共同安全。
Common security means respecting and ensuring the security of each and every country. Asia is a region of great diversity. Countries differ in size, wealth and strength. They vary in historical and cultural traditions as well as social systems and have different security interests and aspirations. However, we all in the same Asia family with our interests and security so closely intertwined. We will swim or sink together and we are increasingly becoming a community of common destiny. Security must be universal. We cannot just have security of just one or some countries will leaving the rest insecure, still less should one seek the so called “absolute security” of itself at the expense of the security of other countries. Otherwise just as a Kazak proverb aptly puts it “one who tries to blow out other’s oil lamp will get his beard on fire.” Security must be equal. Every country has its equal right to participate in the security affairs of the region as well as the responsibility of upholding regional security. No country should attempt to dominate regional security affairs or infringe upon the legitimate rights and interests of other countries. Security must be inclusive. We should turn Asia’s diversity and differences among Asian countries into the energy and driving force for regional security cooperation. We should abide by the basic norms governing international relations such as respecting sovereignty, independence and territorial integrity and non-interference in internal affairs, respect the social systems and development paths chosen by countries on their own and fully respect and accommodate legitimate security concerns of all parties. To beef up and entrench a military alliance targeted at a third party is not conducive to maintain common security.
综合，就是要统筹维护传统领域和非传统领域安全。亚洲安全问题极为复杂，既有热点敏感问题，又有民族宗教矛盾、恐怖主义、跨国犯罪、环境安全、网络安全、能源资源安全、重大自然灾害等带来的挑战。传统安全威胁和非传统安全威胁相互交织，安全问题的内涵和外延都在进一步拓展。我们应该通盘考虑亚洲安全问题的历史积累和现实状况，多管齐下、综合施策，协调推进地区安全治理。既要着力解决当前突出的安全问题，又要统筹谋划应对潜在的安全威胁，避免头疼医头、脚疼医脚。对恐怖主义、分裂主义、极端主义这三股势力，必须采取零容忍的态度，加强国家和地区合作，加大打击力度，使本地区人民都能在安宁祥和的土地上幸福生活。
Comprehensive security means upholding security in both traditional and non-traditional fields. Asia’s security challenges are extremely complicated, which include both hotspot and sensitive issues and ethnic and religious problems. Challenges brought up by terrorism, transnational crimes, environment security, cyber security and energy resource security and major natural disasters are clearly on the rise. Traditional and non-traditional security threats are inter-woven. Security is a growing issue in both scope and implication. We should take into full account the historical background and reality of Asia’s security issues, adopt a multi-pronged and instill a holistic approach and enhance regional security governance in a coordinated way. While tackling the immediate security challenges faced in the region, we should also make plans for addressing potential security threats and avoid fragmented and palliative approaches that only treat the symptom. We should have zero tolerance for terrorism, separatism and extremism, stress international and regional cooperation, and step up our fight against three forces in order to bring a life of happiness and tranquility to the people in this region.
合作，就是要通过对话合作，促进各国和本地区安全。有句谚语说得好，“力量不在胳膊上，而在团结上”。要通过坦诚深入的对话沟通，增进战略互信、减少相互猜疑，求同化异、和睦相处。要着眼各国共同安全利益，从低敏感领域入手，积极培育合作应对安全挑战的意识，不断扩大合作领域、创新合作方式，以合作谋和平、以合作促安全。要坚持以和平方式解决争端，反对动辄使用武力或以武力相威胁，反对以一己之私挑起事端、激化矛盾，反对以邻为壑、损人利己。亚洲的事情，归根结底要靠亚洲人民办。亚洲的问题，归根结底要靠亚洲人民来处理。亚洲的安全，归根结底要靠亚洲人民来维护。亚洲人民有能力、有智慧通过加强合作，来实现亚洲和平稳定。亚洲是开放的亚洲。亚洲国家在加强自身合作同时，要坚定致力于同其他地区和国家、国际组织合作，欢迎各方为亚洲安全和合作发挥积极和建设性的作用，努力实现双赢、多赢、共赢。
Cooperative security means promoting the security both in individual countries and the region as a whole through dialogue and cooperation. As a proverb goes “strength does not come from the muscle of the arms but from the unison of the heart.” We should engage in sincere and in-depth dialogue and communication to engage increase strategic mutual trust, reduce mutual misgivings, seek common grounds while resolving differences and live in harmony with each other. We should bear in mind the common security interest of all countries and start with low sensitive areas to build awareness of meeting security challenges through cooperation. We should expand the scope and means of cooperation and promote peace and security through cooperation. We should stay committed to resolving disputes through peaceful means, oppose the use of or threat of force, oppose that provocation and escalation of tensions for self-interest and reject the practice of shifting trouble to neighbors and seek self-interests at the expense of others. In the final analysis, it is for the people of Asia to run the affairs of Asia and solve the problems of Asia and uphold the security of Asia. The people of Asia have the capability and wisdom to achieve peace and stability in the region through enhanced cooperation. Asia is open to the world. While enhancing their own cooperation with one or another, countries in Asia must firmly commit themselves to cooperation with countries in other part of the world, other regions and international organizations. We welcome all the parties to play a positive and constructive role in promoting Asia’s security and cooperation, and work together to achieve win-win outcomes for all.
可持续，就是要安全和发展并重，以实现持久安全。“求木之长者，必固其根本；欲流之远者，必浚其源泉”。发展是安全的基础，安全是发展的条件。贫瘠的土地上，长不出和平的大树；连天的烽火中，结不出发展的硕果。对亚洲大多数国家来说，发展就是最大的安全，也是解决地区安全问题的总钥匙。要建造经得起风雨考验的亚洲安全大厦，就应该聚焦发展主题，积极改善民生、缩小贫富差距，不断夯实安全的根基。要推动共同发展和区域一体化进程，努力形成区域经济合作和安全合作良性互动、齐头并进的大好局面，以可持续发展促进可持续安全。
Sustainable security means that we need focus on both development and security so that security would be durable. As a Chinese saying goes “for a tree to grow tall, a strong and farther root is required and for a river to reach far, an unimpeded source is necessary.” Development is the foundation of security and security constitutes the precondition for development. A tree of peace does not grow on barren land while the fruit of development is not reduced amidst the fames of war. For most Asian countries, development means the greatest security and a master key to regional security issues. To build an Asian security mansion that could stand the test of rain and storms, we need to focus on development, actively improve people’s lives and narrow down the wealth gap so as to cement the foundation of security. We need to advance the progress of common development and regional integration, foster sound interactions and synchronize the progress of regional economic cooperation and security cooperation and promote sustainable security through sustainable development.
女士们、先生们、朋友们！亚信是亚洲覆盖范围最大、成员数量最多、代表性最广的地区安全论坛。20多年来，亚信以增进互信协作、促进亚洲安全稳定为己任，秉持协商一致原则，为加深理解、凝聚共识、深化合作，做出了重要贡献。
Ladies and gentlemen, dear friends, CICA is the largest and the most representative regional security forum with the largest number of participates. Over the past two decades and more, CICA has taken its responsibility to strengthen mutual trust and coordination and promote Asia’s security and stability. It has followed the principle of consensus building and made important contributions to increasing understandings and seeking common ground and deepening cooperation.
当前，亚洲人民对和平稳定的渴望，更加强烈；对携手应对安全挑战的需求，更加迫切。
Today, the Asian people more than ever want peace and stability and more than ever need to work together to tackle challenges to security.
中方建议，推动亚信成为覆盖全亚洲的安全对话合作平台，并在此基础上探讨建立地区安全合作新架构。中方认为，可以考虑根据形势发展需要，适当增加亚信外长会乃至峰会频率，以加强对亚信的政治引领、规划好亚信发展蓝图。
China proposes that we make CICA a security dialogue and cooperation platform that cover the whole of Asia and on that basis explore the establishment of a regional security cooperation architecture. China believes that it is advisable to increase the frequency of CICA Foreign Ministers meetings and even possibly summits in light of changes of the situation so as to strengthen the political guidance of CICA and chart a blueprint for its development.
中方建议，加强亚信能力和机制建设，支持完善亚信秘书处职能，在亚信框架内建立成员国防务磋商机制，及各领域信任措施落实监督行动工作组，深化反恐、经贸、旅游、环保、人文等领域交流合作。
China proposes that we enhance the capacity and institutional building of CICA support and improve the function of CICA secretariat, establish a defense consultation mechanism of member states and a task force for supervising the implementation confidence building measures in the areas within the CICA framework and deepen exchanges and cooperation in the counter terrorism, business, tourism, environment protection and people to people exchanges.
中方建议，通过举办亚信非政府论坛等方式，建立亚信各方民间交流网络，为广泛传播亚信安全理念，提升亚信影响力，推进地区安全治理，奠定坚实基础。
China proposes that we put in place a non-government exchange network for various parties of CICA through holding non-governmental forums and other means so as to lay a solid social foundation for spreading the CICA concept for securing and increasing CICA’s influence and promoting regional security governance.
中方建议，增强亚信的包容性和开放性，既要加强同本地区其他合作组织的协调和合作，也要扩大同其他地区和有关国际组织的对话和沟通，共同为维护地区和平稳定做出贡献。
China proposes that we strengthen the inclusiveness and openness of CICA. We need to step up coordination and cooperation with other cooperation organizations of this region and expand dialogue and communication with other regions and international organizations at the same time. We jointly uphold regional peace and stability.
中国将履行亚信主席国职责，同各国一道进一步提升亚信的地位和作用，携手开创亚洲安全合作新局面。
China will fulfill the responsibilities as CICA chairman and work with other sides to further improve the status and role of CICA so that together, we could take security cooperation of Asia to a higher level.
女士们、先生们，朋友们！中国始终是维护地区和世界和平、促进共同发展的坚定力量，中国同印度、缅甸共同倡导的“和平共处五项原则”，日益成为指导国家间关系的基本准则。
Ladies and gentlemen, dear friends, China is a staunch force for upholding peace in the region and the world and for promoting common development. The five principles of peaceful coexistence that China initiated together with India and Myanmar have become a basic norm of governing state-to-state relations.
中国一贯致力于通过和平方式处理同有关国家的领土主权和海洋权益争端，已经通过友好协商同14个邻国中的12个国家彻底解决了陆地边界问题。中国积极参与地区安全合作，同有关国家发起成立了上海合作组织，倡导互信互利、平等协作新安全观，支持东盟、南盟、阿盟在地区事务中发挥积极作用。中国同俄罗斯共同提出亚太安全与合作倡议，为巩固与维护亚太地区的和平稳定发挥重要作用。
China stays committed to seek a peaceful settlement of disputes with other countries of territorial sovereignty and maritime rights and interests. China has completely resolved through friendly consultations issues of land boundary with twelve of its fourteen neighboring countries. We are an active participant in regional security cooperation. China initiated jointly with relevant countries the Shanghai Cooperation Organization. China advocates a new security concept of mutual trust, mutual benefit, equality and coordination. China supports the ASEAN, SAARC and LAS in playing a positive role in regional affairs. China and Russia jointly initiated an Asia-Pacific security and cooperation initiative which has been playing an important role in strengthening and maintaining peace and stability in the Asia-Pacific region.
中国推动六方会谈进程，支持阿富汗和平重建，对通过对话谈判解决国际和地区热点问题而不懈努力。中国同地区国家和国际社会合作，应对亚洲金融危机和国际金融危机，为促进地区和世界经济增长，做出了应有贡献。
China works to push forwards the six-party talks and supports peace and reconstruction in Afghanistan and has made our unremitting efforts solving regional and international hotspot issues through dialogue and negotiation. China joins forces with countries in the region and the wide international community tackle Asian financial crisis and international financial crisis, making its due contribution regional and global economic growth.
中国坚定不移走和平发展道路，始终不渝奉行互利共赢的开放战略，在“和平共处五项原则”基础上发展同世界各国的友好合作。中国和平发展，始于亚洲、依托亚洲、造福亚洲。
China is firmly committed to the path of peaceful development and a win-win strategy of opening up. It seeks to develop friendly relations and cooperation with other countries on the basis of the five principles of peaceful coexistence. China’s peaceful development begins here in Asia, finds its place in Asia and delivers tangible benefits to Asia.
“亲望亲好、邻望邻好”。中国坚持与邻为善、与邻为伴，坚持睦邻、安邻、富邻，践行亲、诚、惠、容理念，努力使自身发展更好惠及亚洲国家。中国将同各国一道，加快推进丝绸之路经济带和21世纪海上丝绸之路建设，尽早启动亚洲基础设施投资银行，更加深入参与区域合作进程，推动亚洲发展和安全相互促进、相得益彰。
“Neighbors wish each other well, just like family members do to each other.” China always pursues friendship and partnerships with its neighbors and seeks to bring amity, security and common prosperity to its neighbors. We practice the principle of amity, sincerity, mutual benefit and inclusiveness and works hard to make its development bring more benefits to countries in Asia. China will work with other countries to beef up the development of the economic belt along the Silk Road and the 21st century maritime Silk Road and hopes that the Asian Infrastructure Investment Bank will be launched at an early date. China will also get more deeply involved in the regional cooperation process and play its due part to ensure the development and security in Asia will facilitate each other and be mutually reinforcing.
“山积而高，泽积而长”。中国是亚洲安全观的积极倡导者，也是坚定实践者。中方将一步一个脚印，加强同各方的安全对话和合作，共同探讨推进地区安全准则和亚洲安全伙伴计划，使亚洲国家成为相互信任、平等合作的好伙伴。
As a saying goes “readiness to converge with others makes mountains high and rivers mighty”. As China is a strong champion of the Asia security concept, it also works to put such a security concept into practice. China will take solid steps to strengthen security dialogue and cooperation with other parties and jointly explore the formulation of code of conduct for regional security in Asia security partnership programs, making Asian countries work in partners and trust one other and cooperate on an equal footing.
中方愿意同地区国家建立常态化交流合作机制、共同打击三股势力，探讨建立亚洲执法安全合作论坛、亚洲安全应急中心等，深化执法安全合作，协调地区、国家更好地应对重大的突发安全事件。中方倡议通过召开亚洲文明对话大会等方式，推动不同文明、不同宗教交流互鉴、取长补短，共同进步。
China is ready to put in place mechanisms for regular exchanges and cooperation, to jointly combat three forces of terrorism, separatism and extremism. China is ready to discuss with regional countries for the creation of the Asian forum for security cooperation law enforcement and an Asian security emergence response center to deepen security cooperation and law enforcement to better response to major security emergencies by coordinating international efforts in the region. China calls for promoting exchanges and mutual learning among different civilizations and regions through various means, such as holding conferences for dialogues among Asian civilizations so as to draw each other’s strengths and achieve common progress.
女士们、先生们、朋友们！中国人民正在努力实现中华民族伟大复兴的中国梦，同时愿意支持和帮助亚洲各国人民实现各自的美好梦想。同各国一道共同努力，实现持久和平、共同发展的亚洲梦，为促进人类和平与发展的崇高事业做出新的更大贡献。
Ladies and gentlemen, dear friends, the Chinese people in their pursuit of the Chinese dream of great national renewal will stand ready to support and help people in Asia to realize their own dreams. Let us work together for realizing the Asian dream of lasting peace and common development and make greater contributions to advancing the noble cause of peace and development of the mankind.
